Shipowners have not recruited and do not plan to recruit foreigners for work on board Russian-flagged vessels

Such results of a survey of shipowners were provided to the members of the Russian Trilateral Commission on the Regulation of Social and Labor Relations (RTC) by the Russian Chamber of Shipping when considering on July 28 a draft resolution of the Government of the Russian Federation “On the establishment for 2024  of admissible share of the foreign workers hired by business entities engaged in separate types of economic activity in the Russian Federation”.

The explanatory note stated that the draft resolution was prepared on the basis of motivated proposals from the constituent entities of the Russian Federation and taking into account the opinion of representatives of the social partnership. Since sea transportation does not appear among the types of economic activity for which it is proposed to establish an admissible share for recruiting foreign workers, and shipowners have not recruited and do not plan to recruit foreigners to work on board Russian-flagged vessels, the Ministry of Labor of Russia has decided not to establish a mandatory share for the sea transport sector.

While elaborating on similar draft resolutions in previous years, the Maritime Transport Workers' Federation (MTWF) proposed to establish an admissible share of foreign workers engaged in sea passenger and cargo transportation equal to 0%. These proposals were considered by the RTC, as well as at the site of the Ministry of Labor of Russia, with the involvement of the MTWF and the Russian Chamber of Shipping.
