«We guarantee confidentiality: neither the captain nor the shipowner will know the name of the applicant».

The PSC at the port of Novorossiysk helped the crew to get paid for two months.

In June, the m/v Ramzay (flag of Belize) arrived to Novorossiysk from Turkey. During the routine inspection of the vessel, it turned out that the crewmembers receive their salaries intermittently. By the time of the inspection, the debt amounted to about $ 50 000 so the crew asked for help. Inspectors immediately reacted and the crew's complaints about the debt were included in the documents. On the same day the ship was banned from leaving the port until full settlement of the claim.

The Turkish owner of Ramzay decided not to inflate the conflict and paid off the debts. The inspectors had no other claims to the 2014-built bulk carrier, so the ship was given the «green light» to exit the port bound for Greece. It should be noted that the PSC, the Seafarers’ Union of Russia and the International Transport Workers' Federation always work closely together in organizing operational assistance to crewmembers.

«We explain to the seafarers every time that if a person does not want publicity, he can contact the trade union or the ITF, which will promptly give us information. We guarantee confidentiality: neither the captain nor the shipowner will know the name of the applicant. But they will know that the problematic vessel will not leave the port so they will have to settle the labor conflict as soon as possible»,- says Dmitriy Neustroev, head of the PSC/ FSC department of the port of Novorossiysk».

Recall that the inspectors received the right to monitor compliance with labor standards on ships under any flags entering Russia, in 2013, when the Maritime Labor Convention (MLC) came into force. Since then, an important tool has been used to protect workers – the possibility of detaining a vessel until full repayment of salary arrears. This helped dozens of seafarers to get their money.
